The challenge

Public organisations repeatedly perform the same work when they identify needs, set requirements, procure, verify compliance and integrate digital services. This fragmentation increases transaction costs, limits reuse and makes it harder for innovative suppliers to reach the public sector.

What the project does

Thingwalla explores a shared operating and market layer where public actors can discover, qualify, procure, test, reuse and further develop digital services under common rules. It is not a finished product. The work develops the governance, standards, trust mechanisms and reusable infrastructure that could make a functioning market for digital public services possible.

  • A marketplace and catalogue for public-sector software and reusable digital services.
  • A developer portal with APIs, building blocks, standards and reusable agreements.
  • Common trust, accreditation, cybersecurity and resilience layers.
  • A federated citizen-facing service experience supported by a common design system.
  • Procurement co-creation and process support for public organisations.
  • Byteburg — a public-sector sandbox for testing solutions against synthesised local data before live deployment.

BJØRK in the project

Our role

BJØRK and Äventyret have developed the conceptual and technical foundations referred to as the Thingwalla framework. BJØRK contributes the public-sector, governance, R&D and ecosystem perspective, connecting real public needs with European digital infrastructure, suppliers and implementation environments.

Working together

The initiative is being shaped through dialogue with public organisations and European partners. Its concepts are also the starting point for GovTech4All Pilot 4 – Public Services Marketplace.
