The challenge

Europe has built important cross-border digital building blocks, but public administrations still face extensive repeated work before a compliant, interoperable digital service can be discovered, acquired and put into use. The gap is not only technical; it spans governance, trust, financing, procurement and interoperability.

What the project does

Pilot 4 does not build a market-ready marketplace. It develops a Blueprint describing what would be required organisationally, legally, technically and financially. The team validates critical assumptions through research, stakeholder engagement, governance modelling and targeted prototypes.

BJØRK in the project

Our role

The Thingwalla framework developed by Äventyret and BJØRK before the pilot was procured as the conceptual and technical starting point. BJØRK contributes systems thinking, public-sector innovation, stakeholder engagement and the connection between marketplace governance and real implementation needs.

The pilot is coordinated by Bron Innovation. The partner constellation includes European public digitalisation and interoperability actors such as Digdir and GRNET.
