A cross-border Interreg project helping municipalities move from energy strategies to political decisions and implementation for more local renewable energy and stronger energy preparedness.
Electrification, industrial transition, growing peak demand, grid constraints and extreme-weather risks put increasing pressure on local and regional energy systems. Municipalities have strategies and ambitions, but often lack practical methods for handling trade-offs and carrying priorities all the way to politically actionable decisions.
What the project does
ORBIFY develops and tests a practical decision-making approach for distributed energy systems — including local generation, microgrids, storage and demand-side flexibility. The project combines regional benchmarking, a concrete municipal pilot and synthesis into a transferable toolkit.
Key workstreams
Joint baseline analysis and benchmarking in the Oslo Region and Fyrbodal, including a learning visit to Samsø.
A pre-feasibility process in Råde municipality, based on the Danish Energy Agency methodology and carried through to municipal decision documents and political treatment.
The ORBIFY Toolkit: decision and dialogue support for prioritising pathways, managing trade-offs and strengthening local acceptance and implementation capacity.
BJØRK in the project
Our role
BJØRK is lead partner and coordinates project management, administration, communication and the overall change logic. BJØRK’s role is to keep the cross-border partnership coherent and turn shared problem understanding into methods municipalities can use in real decision processes.

The project brings together BJØRK Innovation, Fyrbodal’s municipal federation and Norwegian regional/municipal actors, with the Oslo Region and Råde municipality playing central roles in the learning and pilot structure.
