The challenge
Major local challenges in climate, energy, mobility, resource use and public service cut across organisational boundaries. Solving them requires more than isolated pilots: municipalities need shared structures, access to data, new partnerships and the ability to turn ideas into implementable projects.
What the project does
Smart Stad Nacka combines long-term capacity building with a coherent innovation portfolio and a clear focus on resident value. The programme is organised in phases — anchoring and structure, implementation, then scaling and long-term establishment — so that the municipality can build capability while testing concrete solutions.

Mitt Nacka, a resident-facing app and digital platform for services, information and dialogue.
Smart water and the use of NVOA’s digital meters, IoT network and data platform.
Mobility initiatives including Bus on Demand, dynamic road signs and real-time commuter parking information.
Energy communities, digital reuse and IoT-based pilots for more efficient municipal operations.
Open thematic workshops with residents, academia and businesses around reuse, energy efficiency, climate adaptation, biodiversity and mobility.
BJØRK in the project
Our role
BJØRK provides external programme leadership, methodology, portfolio development, cross-sector coordination and support for external funding. The programme is run in close collaboration with Nacka municipality’s internal programme coordination and connects municipal needs with research, companies and residents.

Working together
Nacka municipality is the programme owner. Collaboration has included Nacka Water and Waste (NVOA), KTH, RISE, businesses and resident groups.
